During times of emergencies, civil crisis, or natural disasters it is important for persons to remain free to exercise their constitutional rights in a lawful and appropriate manner, and I believe it is important that we provide individuals with specific reassurance that we value those rights.
Houston's been getting flooded for a very long time. We always have to prepare for disasters and we have to do this in a very bipartisan way.

Dinner conversations are replayed over generations - nothing seems to get better, and in some aspects, it seems dramatically worse, and that is especially true for women.
Bad things do happen in the world, like war, natural disasters, disease. But out of those situations always arise stories of ordinary people doing extraordinary things.
What we ought not do is play politics with those who've been afflicted by disasters. This should not be controversial. Stop playing politics, do the right thing for the country and let's make sure we're not making politics with disaster relief.
But I warn my colleagues that we will fail in our efforts to protect the homeland if we do not take additional steps to avoid a trade-off between protecting ourselves against terrorists attacks and preparing for and responding to natural disasters.
