The books to be read should not be limited to those written in English…. Instead it should be devoted to the great works of history, biography, philosophy, theology, natural science, social science, and mathematics, as well as the… tradition of Western literature -- in English translation… Its aim should not be a survey of Western civilization, but an effort to understand the basic ideas and

issues in Western thought.

What kind of political order, then, is taking shape in Europe, 15 years after Maastricht? The pioneers of European integration – Monnet and his fellow spirits – envisaged the eventual creation of a federal union that would one day be the supranational equivalent of the nation-states out of which it emerged, anchored in an expanded popular sovereignty, based on universal suffrage, its executive

answerable to an elected legislature, and its economy subject to requirements of social responsibility. In short, a democracy magnified to semi-continental scale (they had only Western Europe in mind). But there was always another way of looking at European unification, which saw it more as a limited pooling of powers by member governments for certain – principally economic – ends, that did

not imply any fundamental derogation of national sovereignty as traditionally understood, but rather the creation of a novel institutional framework for a specified range of transactions. De Gaulle famously represented one version of this outlook; Thatcher another. Between these federalist and inter-governmentalist visions of Europe, there has been a continual tension down to the present.

The people were divided into the persecuted and those who persecuted them. That wild beast, which lives in man and does not dare to show itself until the barriers of law and custom have been removed, was now set free. The signal was given, the barriers were down. As has so often happened in the history of man, permission was tacitly granted for acts of violence and plunder, even for murder, if

they were carried out in the name of higher interests, according to established rules, and against a limited number of men of a particular type and belief. A man who saw clearly and with open eyes and was then living could see how this miracle took place and how the whole of a society could, in a single day, be transformed. In a few minutes the business quarter, based on centuries of tradition,

was wiped out. It is true that there had always been concealed enmities and jealousies and religious intolerance, coarseness and cruelty, but there had also been courage and fellowship and a feeling for measure and order, which restrained all these instincts within the limits of the supportable and, in the end, calmed them down and submitted them to the general interest of life in common. Men who

had been leaders in the commercial quarter for forty years vanished overnight as if they had all died suddenly, together with the habits, customs and institutions which they represented.
