Weber appears closer to Marx than Hegel in his acknowledgement of the centrality of physical force to the state. For if the state is, as Hegel suggests, a rational and ethical institution, why does it rely so heavily on violence to control its citizens? (...) If the state is legitimate, why do some citizens have to be coerced?
